SUMMARY
Robert Rowe was not a neutral neighbor. As HOA President, he filed a criminal complaint against Valerie Gagnon, called her delusional, met privately with her father to discuss how to “control” her, and delivered a disinheritance document to Pierre Paul Gagnon after her arrest. Under oath, he admitted he had “not really” any HOA authority for the actions he took. His celebratory email after her arrest was admitted into evidence at trial.

1. “SQUIRRELS WERE IMMATERIAL TO ME”
“I really didn’t care about squirrels honestly at that point. I was really more worried about one neighbor harassing another neighbor. Squirrels were immaterial to me.” — Page 182.
Robert Rowe spent a year calling Valerie Gagnon delusional about the animal deaths at 511 Princess Street. Under oath, he admitted he never cared about the squirrels. He admitted they were immaterial to him. The accusation of delusion was not about the animals. It was about her.
2. “NOT REALLY” — THE AUTHORITY ADMISSION
When asked under oath whether he had HOA authority to act as he did, Rowe answered: “Not really.”
Rowe filed a criminal complaint. He called Valerie delusional. He met privately with her father. He drafted and delivered a disinheritance document. He did all of this as HOA President — an office, he admitted under oath, that gave him no real authority to do any of it.
3. THE PRIVATE MEETINGS WITH P.P. GAGNON
Rowe testified that he met privately with Pierre Paul Gagnon multiple times. He asked Gagnon how to “control” Valerie. He described P.P. Gagnon as “extremely contrite” in connection with these meetings.
These meetings occurred before Valerie’s arrest. Robert Rowe — an HOA president with no legal authority over a family’s internal affairs — was coordinating privately with her father about how to manage her.
4. THE 2016 DISINHERITANCE DOCUMENT
After Valerie Gagnon was arrested on July 18, 2015, charged with four felonies, and jailed — Robert Rowe delivered a disinheritance document to Pierre Paul Gagnon. The document is dated 2016.
Rowe was not her attorney. He was not her family member. He was the HOA president. He delivered the document that would strip her of her inheritance, after her arrest, to her father.
5. HIS DEMANDS — CONTACT HIM ABOUT EVERY ANIMAL DEATH
Rowe testified that he told Valerie to contact him about every animal death and every Animal Control visit.
On July 18, 2015, Valerie brought a dead squirrel to Rowe, reported the death, and contacted Animal Control — exactly as he had demanded. Rowe testified that he viewed her conduct as harassment. He called the police.
He demanded she report every death. She reported a death. He called the police.
6. “LIVID” — WHEN VALERIE CONFRONTED GAFFNEY
Valerie confronted neighbor Patrick Gaffney at 509 Princess Street about the animal deaths. Rowe testified that he was “livid.” He told her she had “taken this upon herself.” — Pages 159–160.
7. THE CELEBRATORY EMAIL
After Valerie’s arrest on July 18, 2015, Robert Rowe sent an email describing and reacting to the arrest. The email was admitted into evidence at trial.
The HOA President celebrated the arrest of a neighbor.
8. NO HOA AUTHORITY — CONFIRMED BY THE CHARTER
Under cross examination, Rowe acknowledged that the HOA charter did not grant him the authority he claimed for the actions he took in connection with Valerie Gagnon.
He filed a criminal complaint without authority. He coordinated with her father without authority. He delivered a disinheritance document without authority. He called police on a woman following his own instructions — without authority.

The question remains as to why a total stranger — a man who had barely any meaningful contact with a neighbor over 15 years — would go to these lengths to falsely accuse her. An HOA president with no real authority. Private meetings with her father. The irrevocable trust document delivered before the trial — a fact discovered only through discovery. A celebratory email after her arrest. The sworn record does not answer the nature of that relationship. Discovery will.
WAS HE PROMISED A SHARE OF THE INHERITANCE?
