Where do I begin.

Valerie Gagnon, resident at 511 Princess Street, was a long-time resident of Bulfinch Square. She did everything a responsible neighbor should do. She documented. She reported. She followed the rules.

Robert Rowe — HOA President, 507 Princess Street — spent a year telling her and every other resident of Bulfinch Square that she was delusional. That there was nothing to worry about. That the neighbor raising the alarm was the problem.

Then he testified under oath: “Squirrels were immaterial to me.”

Let that land.

In that same role — a role he later admitted under oath gave him “not really” any authority — he filed a criminal complaint against Valerie Gagnon, met privately with her father multiple times to discuss how to “control” her, and delivered a disinheritance document to that same father after her arrest.

He is not a lawyer. He had no legal standing. He had no HOA authority. He had no business being involved in any of it — and yet here we are.

He told Valerie to contact him about every animal death and every Animal Control visit. She did — on July 18, 2015 — exactly as he had demanded.

What followed was not a spontaneous call to the police. It was collusion. Robert Rowe, acting in concert with other neighbors at Bulfinch Square, coordinated to have Valerie Gagnon arrested. Their claim: they were afraid for their lives. Afraid of a neighbor who was doing exactly what the HOA President told her to do.

He sent a celebratory email when she was arrested. That email was admitted into evidence at trial.

The HOA charter did not support a single action he took. He confirmed that under cross-examination.


Robert Rowe did not merely complain about a neighbor. He systematically abused his position as HOA President to discredit, isolate, and ultimately remove a long-time resident of Bulfinch Square. He called her delusional. He coordinated with her father behind her back. He organized neighbors to claim they feared for their lives. He celebrated her arrest. This was not neighborly concern. This was a deliberate, coordinated abuse of influence — and Valerie Gagnon paid for it with her freedom.


Now consider this: Valerie Gagnon was the sole heir and beneficiary of her family’s estate. Robert Rowe — her HOA President, not her lawyer, not her family — personally delivered a disinheritance document to her father after her arrest.

The question no one has answered: Why? What is a man with no legal authority, no family connection, and no stated financial interest doing inserting himself into the inheritance of his neighbor?

Valerie Gagnon is pursuing civil action against Robert Rowe for undue influence — and that question is at the center of it.
