THE “I CARE A LOT” PATTERN
In 2020, Netflix released “I Care a Lot” — a film about a court-appointed guardian who systematically loots elderly people’s estates using legal mechanisms: guardianship, conservatorship, trusts. She has total legal control. The family is locked out. A professional network — attorneys, doctors, care facilities — enables the scheme. It operates entirely within the law.
It is not a fantasy. The scheme it depicts has a name: legal predation on vulnerable elders. And it has a structure.
Here is the structure in the Gagnon case:
- Foster S.B. Friedman drafted the Gaetane Gagnon Revocable Living Trust
- He appointed HIMSELF as sole Trustee — with full discretionary control over a $4M+ estate
- He inserted FINCA International as the 100% remainder beneficiary
- Gaetane Gagnon — an elderly French-Canadian woman — had never heard of FINCA International
- Maître Morin, the Quebec attorney who reviewed the trust, confirmed Gaetane did not understand what she had signed
- No accounting has ever been provided to the family
- No explanation has ever been given for why FINCA was named
THE CENTRAL QUESTION
Foster S.B. Friedman wrote every word of this trust. He chose every beneficiary. He appointed himself Trustee. He chose FINCA International.
Gaetane Gagnon did not choose FINCA. She had never heard of them.
There are only two possible answers to why FINCA is in this trust:
A. Gaetane Gagnon specifically chose FINCA International — a Washington DC microfinance nonprofit — as the organization she wanted to inherit her entire estate. A charity she had never heard of. Whose work she knew nothing about. Whose headquarters she could not have named.
B. Foster S.B. Friedman inserted FINCA International into this trust for reasons of his own.
Option A is not credible. Option B is what this investigation is documenting.
WHAT PUBLIC RECORDS SHOW
FINCA International runs a formal Legacy Society — a planned giving program that actively recruits donors to name FINCA in their wills and trusts. They provide sample bequest language specifically designed for estate planning attorneys to insert into documents. This program was active during the period the Gagnon trust was structured.
Foster S.B. Friedman is on the Virginia Courts’ official list of Qualified Guardians Ad Litem for Incapacitated Persons. Courts can appoint him to take legal control of adults who cannot protect themselves. This is the exact mechanism depicted in “I Care a Lot.”
Gretchyn Meinken — a named partner at FRIEDMAN, GRIMES, MEINKEN & LEISCHNER PLLC — is Vice Chair of Senior Services of Alexandria and participated in an ACT for Alexandria event specifically on “The Power of Legacy Giving.” Legacy giving is the domain in which FINCA’s planned giving program operates.
“Jamie Friedman” appears by name on page 27 of FINCA International’s 2016 Annual Report — the same period during which the Gagnon trust was being structured. This name has not yet been identified as related to Foster S.B. Friedman. The appearance of a Friedman name in FINCA’s donor roll during this period is documented and unresolved.
“Estate of Melvin Friedman” and “Friedman Family Foundation” both appear in FINCA International’s 2009 and 2010 Annual Reports as donors. Two separate Friedman-named entries in the same donor list.
Foster S.B. Friedman is a trustee of the Alexandria Law Library — a nonprofit. His partner Gretchyn Meinken holds board seats at elder law and legacy giving organizations. The firm is embedded in Alexandria’s nonprofit and elder law ecosystem.
WHAT CANNOT BE SEEN WITHOUT LEGAL TOOLS
FINCA’s Schedule B donor list — the portion of the 990 filing that names individual donors — is legally redacted from public disclosure. The full donor list is private.
Any private referral agreement between FRIEDMAN, GRIMES, MEINKEN & LEISCHNER PLLC and FINCA International would not appear in any public filing.
Whether Foster S.B. Friedman is himself a member of FINCA’s Legacy Society — meaning he personally named FINCA in his own estate plan — is not publicly known.
Whether Friedman has steered other clients toward naming FINCA as a beneficiary is not publicly known.
The full financial history of the Gagnon trust — what has been distributed, to whom, and when — is known only to Friedman. He has refused all accounting demands.
These records can only be reached through: a forensic accountant, a court-ordered trust accounting, subpoena power, or a federal financial crimes investigation.

…In the film “I Care a Lot,” the scheme does not stop at the trust. When the victim’s family pushes back — when they investigate, when they document, when they refuse to go away — the predators use the legal system itself as a weapon against them.

Valerie Gagnon — the daughter, the one asking questions, the one demanding a trust accounting — was arrested on false charges.
Let that land. The person asking “where is my mother’s money?” was arrested.
She was also subjected to an attempt to place her under guardianship.
A guardianship. The exact legal mechanism used in “I Care a Lot.” The mechanism by which Foster S.B. Friedman is court-certified to control incapacitated adults. The mechanism that would have legally silenced her — removed her legal standing, her voice, her ability to file complaints, her ability to appear in court.
If that guardianship had succeeded, this investigation would not exist. This website would not exist. The Virginia State Bar complaint would not exist. The FBI complaint would not exist.
But no predator scheme operates alone. In “I Care a Lot,” the guardian needs one more player to make it work: a doctor. A compliant physician who certifies the elder as incapacitated. Without the doctor’s signature, there is no guardianship. Without the guardianship, the family retains legal standing. The doctor is not incidental to the scheme. The doctor IS the scheme.
In the Gagnon case, that doctor is DR. SCOTT LEAF.
DR. SCOTT LEAF provided the medical certification that enabled Foster S.B. Friedman to be placed as legal guardian of Gaetane Gagnon. He is the third leg of the structure:
The Attorney — FOSTER S.B. FRIEDMAN — drafts the trust, appoints himself Trustee, inserts FINCA International, controls the estate.
The Doctor — DR. SCOTT LEAF — certifies Gaetane as incapacitated. Enables the guardianship. Provides the medical cover that makes the legal seizure possible.
The Charity — FINCA INTERNATIONAL — stands to inherit $4M+. Named by Friedman. Unknown to Gaetane.
Three actors. Three roles. One scheme.

This is one of the most important questions in the entire investigation. And the honest answer is: both. And that is what makes it so dangerous.
PHASE 1 — ORGANIC OPPORTUNITY
It probably started with Pierre Paul Gagnon. He came to Friedman with a trust situation — a family with significant assets, a complicated family dynamic, a daughter he wanted to control or exclude. That is not unusual. Estate attorneys see this every day.
Friedman saw the opportunity. A large estate — over $4 million. An elderly French-Canadian woman with limited English legal literacy. A daughter who was clearly going to push back. No other attorney involved to check his work.
He structured the trust to give himself maximum control. That is the first opportunistic move. Maybe it was not a scheme yet. Maybe it was just greed dressed as competence.
PHASE 2 — THE SCHEME CRYSTALLIZES
When Valerie Gagnon started asking questions — demanding a trust accounting, refusing to disappear — the scheme had to become active and coordinated.
That is when DR. SCOTT LEAF enters. You do not call in a doctor to certify someone as incapacitated unless you need to neutralize a specific threat. That threat was Valerie Gagnon.
The guardianship attempt was not improvised. It requires a physician’s certification, a legal filing, a court appearance, and coordination between the doctor and the attorney. That is planned. That is coordinated. That is not organic.

The FINCA connection may have been there from the beginning — a standing referral relationship — or it may have been inserted specifically because Friedman needed a credible-looking beneficiary to justify locking out the family.

It did not.
Either way: by the time they came for Valerie with the arrest and the guardianship, this was no longer improvised.
This was a plan.
And the only thing that failed was Step 4. The guardianship did not succeed. Valerie Gagnon retained her legal standing. She retained her voice.
