Would You Trust Your Child To A Man Like This?

ERNEGLECT OF DUTY OF CARE

Dr. Scott Leaf is a licensed physician. In January 2021, before Valérie Gagnon flew to Alexandria, she contacted him directly and provided a full, detailed, and urgent account of her mother’s medical situation: the cardiac arrest in Spain in 2019, the surgical intervention at Hospital Del Mar, the explicit warning from the treating surgeons that Gaétane Gagnon would be dead within twelve months without her prescribed cardiac medications — and the documented fact that her father, Pierre Paul Gagnon, was deliberately withholding those medications.

Dr. Scott Leaf acknowledged every word of it. He claimed he could do nothing.

As a licensed physician, Dr. Scott Leaf had a professional, ethical, and legal duty of care. That duty did not require him to treat Gaétane Gagnon. It required him to act on documented information about the deliberate medical neglect of a vulnerable elderly patient. He could have contacted Adult Protective Services. He could have alerted a medical authority. He could have intervened with Pierre Paul Gagnon directly. He did none of these things.

RDr. Leaf was fully aware that Pierre Paul Gagnon — a physician himself — was telling everyone who would listen that Gaétane Gagnon’s life-saving cardiac medications were “rat poison.” This statement is documented in APS file W023408-050124, dated 2021.

CHILDThe entirety of Valérie Gagnon’s communications with Dr. Scott Leaf is documented in APS file W023408-050124, dated 2021 — an official government record. Dr. Leaf could not claim ignorance: he knew the warning, he knew Pierre Paul Gagnon’s irrational state of mind, and his communications with Valérie are preserved in the official government file.

Weeks later, he filed a false police report claiming to have witnessed Valérie Gagnon attack her father. That report triggered her arrest, her jailing for ten days, and her exclusion — by restraining order — from her dying mother’s bedside.

Within hours of Valérie’s intervention, VITAS palliative care nurses confirmed that Gaétane Gagnon was taking zero prescribed cardiac medications — precisely as Valérie had reported. The person who was warned, did nothing, and then criminalized the whistleblower was a physician. The deliberate choice not to act on a documented medical emergency, followed by the filing of a false report against the person who did act, is not a bystander’s failure. It is a calculated betrayal of the duty of care.

DR. SCOTT LEAF — THE FULL RECORD

ROLE

Personal friend of Pierre Paul Gagnon. Author of the false police report that triggered the arrest of Valérie Gagnon in January 2021. Key instrument in the network of collusion documented at Bulfinch Square.

I. THE CONTEXT — A MOTHER DYING, A DAUGHTER INTERVENING

Gaétane Riverin Gagnon was an advanced cardiac patient. She underwent open-heart surgery in 2016. In 2019, while visiting her daughter Valérie in Sitges, Spain, near Barcelona, she suffered a cardiac arrest. She was urgently operated on at Hospital Del Mar. Medicated stents were placed inside the main artery. The operation was a great success.

The surgeons at Hospital Del Mar were extremely clear: it was mandatory for her to take her prescribed cardiac medications exactly as ordered, or she would be dead within 12 months.

Upon her return to Bulfinch Square, Pierre Paul Gagnon — her husband, an MD who had abandoned classical medicine for alternative practice — systematically interfered with her care. He told friends, neighbors, and medical providers that she had never experienced a cardiac arrest. This was a knowing falsehood. He blocked the establishment of a stable treating cardiologist. He insisted that her life-preserving medications were “making her sick.” He withheld those medications.

Approximately thirteen months after the cardiac event in Spain, an emergency-room cardiologist telephoned Valérie to say that her mother had at most six months to live and needed to be registered for palliative care. The predicted terminal decline was the foreseeable result of the deliberate deprivation of cardiac medication.

Valérie Gagnon flew to Alexandria to save her mother’s life. She knew why her mother was dying. He father was irrational. Had made false accusation that landed he in jail in the past. He own personal/ drafting attorney Foster Friedman threatened Valerie GAgnon not to come or else!. She came anyway.

II. DR. SCOTT LEAF IS WARNED — AND DOES NOTHING

Before flying to Alexandria, Valérie contacted Dr. Scott Leaf directly. He was a personal friend of Pierre Paul Gagnon and someone Valérie believed might intervene. She explained the situation to him in full — the cardiac history, the medication deprivation, the Spanish physicians’ warning, the projected six-month survival without intervention.

Dr. Scott Leaf acknowledged the information. He claimed he could do nothing.

He did not act. He did not alert any medical authority. He did not contact Pierre Paul Gagnon to intervene. He did not report the situation to Adult Protective Services. He received a detailed, urgent warning about the deliberate deprivation of cardiac medication from a dying woman’s daughter — and he chose inaction.

That choice was not neutral. Within weeks of Valérie’s arrival in Alexandria, Dr. Scott Leaf filed a false police report claiming to have witnessed her attack her father. That report triggered her arrest.

III. THE FALSE REPORT — THE ARREST OF JANUARY 2021

Valérie Gagnon arrived in Alexandria on January 20, 2021. She registered at the Monaco Hotel on King Street, as she feared her father and wanted to spend as little time as possible at Bulfinch Square.

Within a month and a half, she had been arrested twice on false charges, jailed for ten days, and served with restraining orders that prevented her from even contacting her dying mother.

The arrests were based on a false report by Dr. Scott Leaf, who claimed to have witnessed Valérie attack her father.

The timing is not incidental. As Valérie worked to secure her mother’s care — registering her with VITAS palliative care, ensuring she received her cardiac medications — the machinery of false accusation accelerated against her. Instead of moving to protect a vulnerable elder, the local system moved to remove the one person insisting that her medical abuse be stopped.

This was all orchestrated with the help of two men: Foster S.B. Friedman, the drafting attorney who had total control over the inheritance, and Dr. Scott Leaf, his associate. Pierre Paul Gagnon was too ill at that point to have carried out such a sweep on his own — even for the Machiavellian that he was.

IV. WHAT VITAS PROVED — AND WHAT IT MEANS FOR DR. LEAF’S REPORT

With Adult Protective Services inert — having closed the case on the word of an isolated, dependent elder — Valérie independently registered her mother with VITAS, a palliative care provider.

Within hours of their assessment, VITAS nurses confirmed that Gaétane Gagnon was taking zero prescribed cardiac medications. This immediately and completely corroborated the precise allegations Valérie had been making for months.

Within twenty-four hours of Valérie’s intervention, her mother was assigned a visiting nurse and provided with appropriate palliative support. The decisive steps to safeguard Gaétane’s care were taken not by APS, not by Dr. Scott Leaf, but by a daughter whom the system had arrested, jailed, and excluded.

Dr. Leaf had been warned. He had full knowledge of the medical risk. He chose not to act to protect the patient. He then filed a report that criminalized the person who did.

V. THE INVERSION OF JUSTICE

After the arrest, Valérie requested access to the APS case file she had opened to protect her mother. She was informed that she was now under investigation for elder abuse and would not be permitted access.

The APS file — initiated by Valérie’s complaint — had grown to 475 pages. Two separate Freedom of Information Act requests were denied. The agency that had failed to act on documented warnings used secrecy to shield its record and to preserve a narrative that cast the whistleblower as the abuser.

The care structure Valérie had initiated to save her mother’s life was turned against her. VITAS was instructed to give her no information about her mother’s health. She had been labeled a danger to the woman she had just saved.

Dr. Scott Leaf’s false report was the instrument that made this inversion possible. Without it, there is no arrest. Without the arrest, there is no basis to exclude Valérie from her mother’s care. Without that exclusion, the network of control around Bulfinch Square — Friedman over the trust, Pierre Paul over the household — could not hold.

VI. THE ACTIVE WARRANT

The arrest warrant against Valérie Gagnon — triggered by Dr. Scott Leaf’s false report — remains active as of the date of this publication.

On August 23, 2026, a formal letter was delivered to City Attorney Cheran C. Ivery of Alexandria, Virginia, demanding: (1) the immediate withdrawal of the arrest warrant against Valérie Gagnon; and (2) full production of APS file W023408-050124.

The City of Alexandria has 90 days from August 23, 2026 to respond. Failure to do so will result in escalation to the Virginia State Bar, the Virginia FOIA Advisory Council, and the United States Department of Justice.

VII. THE INDICTMENT

Dr. Scott Leaf was warned. He had every piece of information he needed to act. He was a physician — a man with professional standing, a duty to the vulnerable, and direct access to the network that surrounded Pierre Paul Gagnon at Bulfinch Square. He could have contacted a medical authority. He could have acted on the information Valérie gave him. He chose instead to file a false police report that sent her to jail for ten days and stripped her of access to her dying mother.

That is not a bystander’s failure. That is a deliberate act — timed to coincide with the moment Valérie was succeeding in saving her mother’s life, and with the moment the exposure of what had been done to Gaétane Gagnon became most dangerous to the men who had done it.

The names are on the record. The timing is documented. The warrant is still active. And the woman who was jailed for saving her mother’s life is still waiting for justice.

The connection between Dr. Scott Leaf and Foster S.B. Friedman — the man who drafted the Gagnon trusts, threatened Valérie Gagnon not to come to Alexandria, and exercised total control over the inheritance — will be established in discovery. It is a matter of time.

THE BOY’S CLUB THAT DESTROYED A WOMAN

Dr. Scott Leaf did not act alone. He was part of a network — a tightly connected circle of men in Alexandria, Virginia, who closed ranks around each other and against a woman who dared to intervene to save her dying mother. Pierre Paul Gagnon. Foster S.B. Friedman. Dr. Scott Leaf. Men of standing, men with access, men who knew each other and protected each other. When Valérie Gagnon arrived in Alexandria in January 2021 to stop the deliberate deprivation of her mother’s cardiac medications, this network moved against her with speed and coordination. A false police report was filed. An arrest was made. Restraining orders were issued. A 475-page APS file was sealed. Two FOIA requests were denied. The City Attorney’s office has refused to release APS file W023408-050124 to this day. The woman who saved her mother’s life was jailed, excluded, and silenced. The men who orchestrated it walked free. This site exists to ensure that the public record reflects what actually happened — documented, dated, and permanent.

They destroyed a woman. This is the record.
